'First, the analysis needs to set out the various problems we are seeking to tackle, and the options, including ID cards, for addressing them. There may well be alternative options that would provide us with a series of quick wins with much lower risks and costs. Some of these were explored in the Cabinet Office review of identity fraud last year.' link
